Dear MacDougall,
1. Many thanks for your letter of
3rd February on the subject of the establishment of Administrative Officers.
2. We agree that the Governor's Staff despatch No.107 of 1947 should, so to speak, remain in cold storage for the time being and that you should send a further despatch later on with your 1949 require- ments, when we will, if necessary, approach the Treasury.
3. In the meantime, as suggested in paragraph 4 of your letter, by regarding ticwhirter's vacancy as filled by one of the three ex-I.C.S. officers, you are square with your permanent establishment and I therefore assume that you will be replying to our Savingram No.281 of 27th March to the effect that neither . R. Reeves nor the earl of Oxford and Asquith is required?
